Flip-EC – Flipped Energy Concept to Flip Climate Change:
Flip-EC is a transnational Interreg Baltic Sea Region project promoting a behavioural energy transition in public buildings across the Baltic Sea Region (BSR). Recognising that around 40% of regional energy use and up to 36% of greenhouse gas emissions originate from the building sector, the project focuses on unlocking the potential of everyday energy decisions made by building users—such as municipal staff, students, teachers and citizens—in close cooperation with local authorities. By addressing structural barriers, unclear responsibilities and gaps in awareness, Flip-EC develops participatory governance models, stakeholder engagement strategies and practical tools that combine technical and behavioural energy efficiency measures. Through a phased approach of preparation, piloting and transfer, the project tests and refines solutions in real-world settings (e.g. schools and municipal facilities) and prepares resources and training to support wider uptake across the Baltic Sea Region.

The Flip-EC project fosters social innovation and social entrepreneurship by empowering public building users and authorities to co-create behavioural energy-saving solutions that strengthen community engagement and participatory governance for climate action.

Participatory governance models engaging building users and public authorities in energy efficiency decision-making.
Stakeholder engagement strategies tailored to public building contexts across partner regions.
Monitoring frameworks assessing energy savings, durability of behavioural change and social impact.
Piloted energy behaviour interventions tested in diverse public building environments.
Digital learning platform and Train-the-Trainer programme supporting regional upscaling and replication.
