Caring Communities – Strengthening home care and community-based services:
Caring Communities is a transnational cooperation project under the Interreg Danube Region Programme aiming to improve home care and community-based services across rural and urban areas of the Danube Region. The project addresses key challenges such as workforce shortages, limited digital integration, and fragmented care provision by fostering innovation capacities, multi-stakeholder cooperation, and systemic transformation.
By bringing together public authorities, NGOs, universities, and service providers, Caring Communities co-develops, pilots, and scales tailored capacity-building programmes. Through collaborative innovation labs, accelerator initiatives, and a policy collaboration platform, the project strengthens governance frameworks for sustainable long-term care. Scientific monitoring and transnational knowledge exchange underpin efforts to enhance quality of life for care-dependent people and their carers across the region.
Caring Communities enhances capacities for home‑ and community‑based care services across levels of governance, supporting social innovation and social entrepreneurship in caring ecosystems.

• Scientific and empirical frameworks, including evaluation tools and impact measurement methodologies to support systemic change.
• Policy recommendations and guidance for integrating innovative care solutions into broader governance structures.
• Reports, pilot documentation, and stakeholder engagement materials supporting replication and scaling.
